Resolved Question: Does anyone know where I need to go or who I talk to about landlord-tenant laws in my area?

I live in southern New York (Elmira). I have a MOLD problem in the bathroom, and the tile in the kitchen is coming up and one of them cut my child's foot. My landlord says that he's willing to "redo" the kitchen floor but not the bathroom. (the ONLY bathroom, and there is MOLD int there!) I know his idea of "redoing" tile is getting the self sticking tile and just lay it on top of the original tile... and that's NOT the correct way of doing it.
